Lois Simon, MHS, is a Principal Research Scientist at NORC at the University of Chicago with more than 25 years of experience in health policy and analysis, program development, implementation, and administration, and health care operations with a specific expertise in Medicaid, managed care, and long-term services and supports. At NORC, she works with research teams focusing primarily on Medicaid policy, demonstration and program development and implementation, and qualitative program evaluation.
Simon has held leadership positions in federal and state government and in the managed care and non-profit sectors. Prior to NORC, she was the director of managed care at the Medicaid and CHIP Payment and Access Commission. Before joining MACPAC, she worked for the New York State Department of Health, where she managed program planning and implementation activities related to the state's Medicaid managed care and Family Health Plus programs. Prior to her government service, Simon spent almost a decade at EmblemHealth (formerly HIP Health Plan of New York), primarily as Director of Compliance where she was instrumental in implementing and monitoring the company's Corporate Compliance Program, HIPAA privacy activities, and disaster recovery efforts. Simon has also held positions at the Commonwealth Fund and the Kaiser Family Foundation's Commission on Medicaid and the Uninsured. She has a Masters of Health Sciences in Health Policy at the Johns Hopkins Bloomberg School of Public Health.
