ECHA Board of Appeal
Since early in 2011 he is the technically qualified member of the 3 person ECHA Board of Appeal (BoA)
The BoA is now established as a vital part of the framework for the management of chemicals under REACH and the BPR. In 2017 the BoA reached the landmark of 100 appeals being received.
The BoA has made a number of very important and highly regarded decisions which have had a major impact on the interpretation and implementation of REACH and the BPR
BoA decisions have clarified important aspects of substance evaluation, dossier evaluation, and registration, the application of ‘one substance one registration’ (OSOR), and the interpretation of intermediates amongst others.
Before this Andrew had his own consultancy companies providing advice and services to stakeholders on REACH, GHS and CLP.
During his time as a consultant he was the Special Adviser on REACH to the Finnish Government during the Finnish Presidency of the EU under which the REACH Regulation was finally adopted.
He was a member of the small team in DG Enterprise of the European Commission that drafted the European Commission’s REACH proposal
Prior to this he worked in UK Government as the head of the International Chemicals Management Unit and during this time was a member of the IOMC drafting group that prepared the GHS
He worked in the Chemicals Unit in DG Environment and extensively for the United Nations on regulatory chemicals issues
In all he has almost 30 years of experience in international regulatory chemicals issues
